Read previewCity of Baltimore officials on Monday accused the owner and manager of the ship that crashed into the Francis Scott Key Bridge of allowing the vessel to set sail despite it being "clearly unseaworthy." "Reporting has indicated that, even before leaving port, alarms showing an inconsistent power supply on the Dali had sounded," the court petition reads. Authorities found that the 984-foot ship lost power as it navigated toward the bridge, causing it to lose propulsion. The crew on board broadcast a mayday call just before impact, allowing traffic police to seal access to the bridge. AdvertisementMeanwhile, President Joe Biden has said that the federal government will fund the reconstruction of the Key Bridge, and has agreed to disburse some $60 million in aid to the region.

The City of Baltimore has said that the owner and manager of the cargo ship that brought down the Francis Scott Key Bridge last month are directly responsible for the accident and should not be allowed to avoid legal liability, according to court documents filed on Monday. The 985-foot-long ship hit the bridge in the early hours of March 26 after leaving the Port of Baltimore and losing power to its engine and navigation equipment. The bridge collapsed moments later, killing six construction workers, forcing the port to close and disrupting the shipping industry up and down the East Coast. In the meantime, the ship’s owner and operator, both based in Singapore, have asked a federal judge in Maryland to exonerate them from liability for any related losses or damages. In early April, lawyers for the ship’s owner, Grace Ocean, and its manager, Synergy Marine, said in a court filing that the accident had not resulted from “any fault, neglect or want of care” on the companies’ part.

New John Deere tractors made their way last week through the sprawling port of Brunswick, Ga., their distinctive green paint glinting in the sunshine. Stevedores drove the tractors up a ramp into the belly of the Leo Spirit, a ship that would take them to Asia. The bridge’s collapse closed most of the Port of Baltimore, which last year handled 1.3 million tons of farm and construction machinery and 850,000 cars and light trucks. The Deere tractors would normally be shipped from Baltimore, getting there on trains from a factory in Waterloo, Iowa, according to Georgia port officials. Instead, the tractors had to be trucked to Brunswick, a journey that adds time and costs.

In 2023, the Port of Baltimore handled a record 52.3 million tons of international cargo valued at nearly $81 billion. But on March 26, the Francis Scott Key Bridge collapsed after the container vessel Dali struck the bridge and sent the 47-year-old structure into the Patapsco River. Moore recently spoke with Business Insider about the collapse of the Key Bridge and the economic impacts of the port's closure. Wes Moore: The port is the largest in the country when it comes to heavy trucks and agricultural equipment. The Key Bridge was a key artery in this region.

CNN —The ship crash that destroyed Baltimore’s Francis Scott Key Bridge and left several people dead is now under federal criminal investigation, according to a US official familiar with the matter. The FBI and the US Coast Guard are leading the criminal investigation into the disaster and whether the crew failed to report an earlier issue with the vessel that delayed its departure, the official said. The bridge collapsed around 1:30 a.m. March 26 after a massive cargo ship called the Dali lost power and struck the bridge. The National Transportation Safety Board has been investigating why the 213-million-pound ship lost power and crashed into the 47-year-old bridge. The US Army Corps of Engineers has said it plans to reopen the channel affected by the crash by the end of May.

Imports coming to the U.S. from China are experiencing a notable increase, according to new trade and logistics data. The first half of 2024 is expected to total 11.7 million TEUs (twenty-foot equivalent units), an increase of 11% from the same period last year. In 2023, imports were down from 2022 by almost 13%, totaling 22.3 million TEUs. By comparison, New York/New Jersey processed 7.81 million TEUs, Georgia 5.4 million TEUs, Virginia at 3.3 million TEUs, Charleston 2.5 million TEUs, Jacksonville 1.3 million TEUs, and Miami 1.25 million TEUs. The other reason for the recent container push is fears of a labor strike at East Coast and Gulf ports.

A Key Bridge Response 2024 Unified Command image of response crews remove shipping containers using a floating crane barge after the cargo ship Dali struck and collapsed the Francis Scott Key Bridge, on April 7, 2024 in Baltimore, Maryland. CSX was the first rail to start a rail service for diverted containers resulting from the accident and closure of the Port of Baltimore. Once the Dali is refloated and no longer listing, tugs will move the vessel to the CSX terminal at the Port of Baltimore. "Once you see plans of moving the Dali away from the port, that's when you know the channel is ready to be open," Roth said. The size of vessels the Coast Guard is allowing is 96 feet in length, compared to the 984-foot-long Dali, the vessel that struck the Francis Scott Key Bridge after losing navigational control and destroyed the key piece of infrastructure.

The Economic Paradox of the Biden Presidency
  + stars: | 2024-04-06 | by ( Bernhard Warner | ) www.nytimes.com   time to read: +1 min
The paradox is that there is no guarantee that the jobs boom will keep Biden in the White House beyond November, completely scrambling the adage “It’s the economy, stupid” that wins elections. For 39 straight months, employers have added jobs despite many predictions that the United States was destined for a recession. The latest data released Friday overshot analysts’ expectations by a huge margin, with employers adding 303,000 jobs. That takes the tally over the past 12 months to more than 2.8 million hires — and economists expect the upward course to continue. “We do think there’s still room for growth” into next year, Jeremy Schwartz, a senior U.S. economist at Nomura, told DealBook.

An aerial view of the cargo ship that hit the Francis Scott Key Bridge in Baltimore last month. The announcement comes ahead of President Biden’s scheduled visit to the site of the wreckage on Friday. The channel will allow one-way traffic of vessels at a time to and from the port, according to the statement. The Biden administration said last week that it was allocating $60 million in emergency federal highway funds, the initial costs of what will likely be a far more costly operation. Mr. Biden has pledged that the federal government would pay for the bridge to be rebuilt.

A shipping channel in the Baltimore harbor that has remained blocked since last week’s collapse of the Francis Scott Key Bridge will be partially reopened by the end of April, with full traffic expected to be restored by late May, the U.S. Army Corps of Engineers said Thursday. The announcement comes on the eve of President Biden’s scheduled visit to the site of the wreckage on Friday. Officials have warned that clearing the warped, jagged debris from the channel will be a complex and potentially dangerous underwater salvage operation, as they scramble to reopen the Port of Baltimore, a key automobile hub that employs 8,000 people. A 280-foot-wide, 35-foot-deep channel leading to the port is expected to be opened first, allowing for container ships and vessels transporting automobiles, the Army corps, which maintains the shipping channel to ensure that it is navigable, said in a statement. The channel will allow one-way traffic of vessels at a time to and from the port, according to the statement.

Just days after CSX announced a new rail line in response to the Port of Baltimore closure, the Baltimore-bound containers that were diverted to the Port of New York and New Jersey are back being unloaded in Baltimore. CSX started discussions last week with Ports America to see how it could effectively move the diverted cargo. The train route moving the diverted cargo includes Chicago; Kearney, New Jersey; and Baltimore. Norfolk is in discussions with Ports America to extend this service directly on-dock at their Seagirt Intermodal Container Transfer Facility. As the Port of Baltimore crisis unfolded, many major ocean carriers invoked contract clauses transferring responsibility for transportation of cargo from diverted ports to shipping clients.

It has been a week since the Dali, a container ship, struck the Francis Scott Key Bridge in Baltimore. It’s still stuck there, and the images remain amazing, in part because the vessel is so huge compared with what’s left of the bridge. And with the ship and pieces of the bridge blocking the harbor entry, the Port of Baltimore remains closed. Well, it would have been quite a big deal if it had happened in late 2021 or early 2022, when global supply chains were under a lot of pressure. Baltimore’s regional economy has a lot going for it such as low unemployment and low inflation. That’s well below the national rate of 3.9% in February and ranks 43rd out of 389 regions across the country with more than one million residents. Low inflationThe US economy is still dealing with high inflation, but that’s not much of a problem for the Baltimore metro. Inflation in Baltimore slowed dramatically last year from April to June, falling to a 2.8% annual rise from April’s 5.3%. Like across the country, rising energy prices have recently pushed up overall inflation in the Baltimore metro.

Tugboats guide the Maersk Atlanta container ship at the Port of Newark in Newark, New Jersey, US, on Saturday, March 30, 2024. As the Dali container ship neared the Francis Scott Key Bridge after losing power and with no ability to navigate, there were no tug boats to guide it. It is unclear if the tugs remained with the Dali, a collision could have been averted. But maritime experts say that new tugboat regulation would be a reasonable response for the government to consider. The next day, the Coast Guard referred CNBC to the Joint Information Center (JIC) for the Key Bridge Casualty 2024 incident in Baltimore.

Officials in Baltimore were preparing on Monday to open a temporary alternate channel around wreckage from the collapsed Francis Scott Key Bridge for “commercially essential vessels.”The bridge, a critical link to the Port of Baltimore, collapsed on March 26 after it was hit by a giant cargo ship. Wreckage has been blocking a vital shipping lane into the port ever since. The temporary channel was announced late Sunday by the state and federal agencies leading the response to the disaster. “This will mark an important first step along the road to reopening the port of Baltimore,” Capt. “By opening this alternate route, we will support the flow of marine traffic into Baltimore.”

Soon after a huge container ship struck Baltimore’s Francis Scott Key Bridge, bringing it down, President Biden pledged that the federal government would “pay the entire cost of reconstructing” the bridge. This would clearly be the right thing to do, not just to help the state of Maryland but also to limit the economic damage from a disaster that has blocked both a major road artery and a major port. Biden will probably be able to get funds for rebuilding, but it’s by no means a sure thing. The rise of MAGA Republicans is only part of the problem. Indeed, within days, Congress voted unanimously to provide $250 million in aid.

Baltimore-bound rail freight which was diverted to the Port of New York and New Jersey will use this new CSX service, the freight railroad tells CNBC. Freight destined for the Port of Baltimore as exports will also use this new service to get to the Port of New York. The amount of freight being moved on the new line is not being disclosed for now, a CSX spokeswoman said. The railroad explained in an email to CNBC that strategic partnerships with steamship lines allow it to transport freight between New York and Baltimore, using its established international sales network. "While the timeline for resuming freight operations at the Port of Baltimore remains uncertain, we are in constant communication with our customers, providing timely updates on the status of their shipments.

Transportation Secretary Pete Buttigieg and Maryland Democrats on Sunday urged Congress to authorize additional federal dollars needed to rebuild the Francis Scott Key Bridge in Baltimore after it collapsed last week. “I hope and expect this, too, will be a bipartisan priority,” Mr. Buttigieg said on CBS News’s “Face the Nation.” He cited the case of a Minnesota bridge whose $250 million reconstruction plan was approved by Congress in a unanimous vote two days after its collapse in August 2007, and added that “the pitch is, your district could be next, and this has historically been bipartisan.”The Department of Transportation announced on Thursday that it had allocated $60 million in emergency federal highway funding toward rebuilding the bridge. That initial batch of money, which the department called “a down payment,” is unlikely to cover the full cost of construction that experts say could require hundreds of millions of dollars. The push for additional federal funding reflects officials’ belief that a prolonged disruption to the Port of Baltimore would cause ripple effects across the U.S. economy. The harbor has one of the largest facilities in the nation for wheeled cargo such as cars and trucks, and it serves as a key logistics hub for the auto industry for both imports and exports.

CNN —Crews are working to remove the first portion of Baltimore bridge wreckage – the starting point in a complicated, extensive cleanup process that could help open up a temporary channel to get more vessels into the water around the collapse site, officials said. In the meantime, conditions in the water make it unsafe for divers as pieces of the bridge remain submerged in the water. The port “handles more cars and more farm equipment more than any other port inside this country,” the governor said. Plus, “at least 8,000 workers on the docks have jobs that have been directly affected” by the collapse. In order to reopen the port, the Coast Guard says it will first clear debris from the deep draft channel, remove the ship, then clear debris from the bridge across the waterway.
